法律责任条款的设置应当能够与其他条款以及法律责任条款内部实现有效的衔接与协调,如此才能是整个法律文本发挥最大的优势,实现法律的有效实施。为了体育立法的有效实施,应充分注重体育法律责任的有效衔接。责任衔接包括宏观与微观两个层面,宏观层面的衔接是指责任条款与其他类型的条款之间的衔接,主要是与义务条款的衔接;微观层面的衔接是指不同类型的法律责任之间的衔接,主要包括民事责任与行政责任、行政责任与刑事责任以及民事责任与刑事责任之间的衔接。
