为实施富民兴桂新跨越战略,建设和谐广西,自治区党委和自治区人民政府近几年来采取了一系列措施,加快我区经济建设,我区国民经济由此进入了一个最快最好的发展时期。随着经济的迅速发展,我区国税收入也进入了一个持续快速增长时期。2005年,全系统累计组织税收收入248．25亿元,比2004年增长13．1%,增收28．8亿元。自治区考核口径的税收收入完成208．25亿元,比2004年增长17．1%,增收30．36亿元。2005年全区国税收入占全区财政收入比重为43．8%。国税收入的快速增长,为实现我区经济发展“双过千”日标作出了积极的贡献。虽然我区国税收入逐年攀升,但与经济发展的良好形势相比,税收增长的速度还不够快,组织的税收收入还不能满足我区经济和社会发展对财力的需要。作为组织税收收入的政府部门,就要考虑如何充分发挥职能作用,充分挖掘税收增收潜力,有效堵塞税收跑冒滴漏,把该收的税收都收上来,更好地把经济优势转化为税收优势,为建设和谐广西提供更大的财力支持。

In 2005 the region’s national tax revenue accounted for the region’s financial revenue share of 43.8%. The rapid growth of national tax revenue has made a positive contribution to achieving the “double-one-thousand” mark in economic development in our region. Although the tax income in our district has been rising year by year, the tax revenue growth rate is still not fast enough compared with the good situation of economic development. The tax revenue of the organization can not meet the financial needs of our region’s economic and social development. As a government department that organizes the tax revenue, it is necessary to consider how to give full play to its function, fully tap the potential for tax revenue increase, effectively block the running of the tax revenue, accept the revenue collected, and better transform the economic advantages into tax advantages.
