中国卫生监督体制已经完成了或正在进行着一场重大变革。随着卫生部《关于卫生监督体制改革的意见》的贯彻实施,全国绝大多数省(自治区、直辖市)组建了省级卫生监督机构,这些机构在建立新的运行机制、转变工作模式等方面进行了积极探索,取得了良好的社会效果。但是,各地的机构设置模式不一,功能不一,效果不一,某些机构设置存在的弊端,一定程度上制约了机构功能效益的发挥,造成了机构管理的困难,甚至影响了卫生监督事
