市属高校科研管理机制还不够完善,项目经费预算编制随意,经费使用没有坚持专款专用等基本原则,结题不结账,科研用固定资产流失严重,尚未建立完善的经费审计制度和科研项目绩效评价指标体系。因此,必须提高科研经费管理意识,提高预算编制的合理性,出台科研管理办法及实施细则,杜绝项目结题不结账现象,加强固定资产管理,建立并健全内部与外部相结合的审计制度和科研经费管理的监督与评价机制。
