There are significant social benefits, environmental benefits and economic benefitsin improving the use of bulk cement. This paper proposes some countermeasures for the Chinesegovernment on how to improve the development of bulk cement from the aspects of adjustment ofindustrial structures and product structures, macroscopic control of government and developmentof science and technology.
