我国医改面临的问题尚多,许多专家学者和工作者依然不断地尝试着新思路来突破这个难题。我国正在进行的医院改革应该立足中国实践基础和更多借鉴国内外成功的改革经验,在保证政府对医院产权所有的基础上,发挥医疗领域的各种激励机制的积极效用,进而使得医、患、药、保四方问题相协调,通过有效解决“以药养医”和必要的政策及市场工具将药商和医生利益分开这个医改的核心问题才可能实现全民医疗的服务目标,同时注重公平性。
There are still many problems in China’s medical reform, and many experts, scholars and workers are still trying new ideas to overcome this problem. The ongoing hospital reform in China should be based on the basis of China’s practice and learn more from domestic and foreign successful reform experiences. On the basis of guaranteeing the government’s ownership of the hospital’s property rights, we should bring into play the positive effects of various incentive mechanisms in the medical field, and thus make medical and Pharmacy, insurance, and protection of the four issues are coordinated, through the effective resolution of “drugs for medical care,” and necessary policies and market tools to separate the interests of drug dealers and doctors, the core issues of medical reform can achieve universal medical service goals, while focusing Fairness.
