Interpretation of China’s Twelfth Five-year Plan

  The Twelfth Five-Year Plan for National Economic and Social Development of the People’s Republic of China (hereafter referred to as The Twelfth Five-Year Plan) is an important plan compiled under complicated conditions in a special period. During the Twelfth Five-Year Plan period, China’s economy is faced with a severe situation full of challenges and risks, and the environment for economic development is totally different from that of the past 30 years, Having been confronted with the question of how to resolve all kinds of conflicts and problems, maintain steady and fast economic development, and fully elevate the country’s overall strength, international competitiveness and sustainable development capability, China has decided that the solution is Scientific Development.
  The Twelfth Five-Year Plan is a grand blueprint for our country’s economic and social development over the next five years. “Scientific Development” has been set as the “theme” for the first time in the history of compiling China’s five-year plans. It runs through the whole plan as a guideline and is the soul of the Twelfth Five-Year plan. It means that in the next five years, China will make significant adjustments and changes in related evaluation systems, long-term effective mechanisms and specific policies, and will pay more attention to quality and performance, structure optimization, conservation and environmental protection, and improvement of people’s wellbeing and social justice.
  We are committed to introduce the contents of The Twelfth Five-year Plan to foreign readers in a systematic, concise and coherent manner; explain targets set in China’s Scientific Outlook on Development and its pursuit for a harmonious society, and outline China’s solutions toward problems confronting humanity, such as economic development and environmental protection.
  The Twelfth Five-Year Plan is a plan of “resolutions to problems”. In an important period of strategic opportunities, China, only after resolving a series of difficult problems, can develop with overall coordination and sustainability. Only with a clear goal and route can the huge ship of China acquire inexhaustible forward momentum and sail to the shore of national rejuvenation.
