1992年7月23日,国务院颁布了《全民所有制工业企业转换经营机制条例》,赋予企业14项经营权,这14项经营权是:生产经营决策权、产品劳务定价权、产品销售权、物资采购权、人事管理权、工资奖金分配权、留用资金支配权、内部机构设置权、联营兼并权、劳动用工权、投资决策权、资产处置权、进出口权和拒绝摊派权。《条例》根据《企业法》的立法精神和基本原则,对《企业法》的一些原则规定作了具体表述和延伸;它是企业改革13年的结晶;又是建立社会主义市场经济体制的生长点;计划经济体制向市场经济体制过渡的一项法律保证。 为了让海外学子了解国内工业企业的改革现状以及未来发展方向,我刊从本期开始,与国家经贸委企业司合办《企业改革探索》专栏,除连续报道现有情况外,还将对税利分流、股份制等新的经营形式进行探索性报道,也欢迎留学生朋友来信来稿,提出自己的高见。
