目前我国刑事起诉书制作中存在制作标准不统一、制作语言不规范、制作技术不精密、制作态度不认真等问题,难以适应检察机关刑事起诉书功能的转变。为适应现实需要,检察机关刑事起诉书制作改革应以规范化、说理化及量刑建议为重点,并在理念层面、规范层面及机制层面全面展开。 At present, there are some problems in the making of criminal indictment, such as non-uniform production standards, non-standard production language, imprecise production technology, and poor production attitude, which make it difficult to adapt to the change of criminal indictment function of procuratorial organs. In order to meet the needs of the reality, the procuratorial organ’s criminal indictment production reform should focus on standardization, rationalization and sentencing recommendations, and should be conducted in an all-round way on the ideological, normative and institutional levels.
