The Yellow River Basin Soil and Water Conservation Conference was opened. The CPC Central Committee and the State Council attach great importance to soil and water conservation in the Yellow River Basin. In order to study how to further develop the mass movement of soil and water conservation in the Yellow River Basin, the State Council Soil and Water Conservation Commission decided in August to hold a special meeting to discuss. In mid-October, the prime minister instructed in Sanmenxia on-site meeting that the radical rectification of the Yellow River must be based on extensive development of the masses and extensively implement comprehensive control and construction of dry and branch reservoirs at the same time.
