河北省人文社会资源和自然环境资源丰富,文化资源市场庞大,但文化产业发展规模和运行效率却差强人意。为正确认识河北省文化产业发展现状及其存在的问题,需要对河北省文化产业竞争力进行评价,但可惜的是目前立足河北省文化产业特色的竞争力研究成果并不多,为此,该文首先在梳理河北省文化产业发展现状基础之上,借鉴波特的“砖石模型”构建方法,对文化产业竞争力进行了界定,主张应该从资源获取、发展环境、产业表现和发展潜力四维角度来衡量文化产业的竞争力。随后,文章从资源获取、发展环境、产业表现和发展潜力四个维度出发设计了河北省文化产业竞争力指标体系,该指标体系包括4项二级指标、15项三级指标和32项具体指标。再后,我们利用专家咨询(De lphi)和专家排序相结合的方法对指标体系中的各项指标权重进行了赋值,并对评价过程中所涉及到的数据相关处理做了说明最后,文章根据竞争力评价指标体系、权重和数据处理,从分项评价和总体评价两方面设计了河北省文化产业竞争力评价模型本文所设计的河北省文化产业竞争力评价模型旨在从理论上和方法上,为河北省文化产业相关评价研究提供借鉴和参考,具体操作文化产业竞争力评价,可以依据实际情况进行适当调整和修正。

Subsequently, the paper designs the index system of cultural industry competitiveness in Hebei Province from four dimensions of resource acquisition, development environment, industrial performance and development potential. The index system includes 4 second-level indicators, 15 third-level indicators and 32 specific indicators . Then, we use the method of expert consultation and expert sorting to assign the weight of each index in the index system, and explain the related processing of the data involved in the evaluation process.
