吃完除夕的年夜饭,吃完“破五”的饺子,再吃罢正月十五的元宵,于公于私、于理于俗,这个年都算是过完了。“一年之计在于春”。热热闹闹地享受了春节长假之后,中国人开始收心,开始盘算新的一年,其标志就是一年一度的“两会”。“两会”的议案提案,会上会下的热点话题,历来是观察中国社会发展的重要晴雨表。今年是本届政府任期的最后一年,节前温家宝总理先后在中南海主持召开了五次座谈会,征求对即将提请全国人大审议的《政府工作报告》的意见。2006年,中国的经济社会发展取得了世所瞩目的重大成就,整体经济规模首次跨上20万亿元的新台阶,可圈可点的成绩数不胜数。但从座谈会的反映看,人们更关注的不是我们已经得到了什么,而是我们为什么没有把事情做得更好,通俗点说,不是摆成绩,而是谈问题。
