农村劳动力素质普遍偏低,农民文化水平不高,缺乏专门技能,很大程度上制约了农村劳动力的有效转移。据统计,全省农村3754万劳动力中,高中及以上文化程度的只占17.5%,而初中、小学文化程度的占76.4%,受过专业技能培训的仅占10.8%。由此看出,依托城乡产业发展对农村劳动力开展职业 Generally low quality of rural labor force, poor farmers’ cultural level, lack of specialized skills, largely restricted the effective transfer of rural labor force.
