一、问题的提出:追踪在新形势下面临挑战 追踪是根据作案者遗留在现场和来去路线上足迹的特征和自然环境物质变化迹象来追击和缉获犯罪分子的一项专门的侦察技术手段。通过追踪,可以分析判断罪犯的去向和活动情况,为侦察破案提供线索、划定范围、指出方向、抓获作案者。 在侦缉破案中应用追踪技术简单而有效,各国警察机关都已沿用多年。追踪技术在我国刑事技术界曾受到高度重视。建国初期,各基层公安机关就应用初步的追踪技术破获过案子,又学习了前苏联的足迹形态检验技术和应用警犬追踪技术,此后公安部又在内蒙民间追踪技术的基础上总结了步法追踪技术,更使得追踪技术体系完整、实用性强、具有中国公安自己的特色,在侦破案件、抓获罪犯的过程中屡屡起到不可忽视的作用。

Since then, the Ministry of Public Security has also summarized the footwork tracking based on the folk track technology in Inner Mongolia Technology, but also makes tracking technical system complete, practical, with the characteristics of China’s public security, in the detection of cases, arresting criminals in the process often play a role that can not be ignored.
