2002年前后,在国内掀起了一股浩大的学习浪潮,建立"学习型组织".上到中央,下到地方,从倡导"构建学习型社会"到"构建学习型社区",当在人心涌动、跃跃欲试的同时,我们的企、事业单位也积极跟进,其中不乏成功的案例,但同时,我们也不难发现,在经历了几年的建设和摸索之后,"学习型组织"反而变得"叫好不叫座".
