职工生育保险制度改革中的问题与对策

德州市自1996年开始在国有、集体企业推行生育保险制度改革。目前,国有、集体企业覆盖率达到81%,职工覆盖率达到了72%。实践证明,生育保险的实施,对分散生育行为给女职工职业生涯带来的风险,均衡用人单位生育费用负担,维护女职工合法权益等起到了重要作用。但这项改革的深化,还有许多矛盾和问题亟需研究解决。——覆盖面窄。一是生育保险统筹没有覆盖非公有制经济组织。据统计,德州市现有私营企业和个体工商业户31.4万户,从业人员67.1万人。由于这些人员没有参保,而实际生育保险统筹面也只能达到25%左右。从表面上看,这影响生育保险基金的筹集规模,限制保障能力的提高。而更严重的是,女职工因生育过程暂时丧失劳动 Since 1996, Dezhou has introduced the reform of the maternity insurance system in state-owned and collective-owned enterprises. First, maternity insurance co-ordination did not cover non-public economic organizations. According to statistics, there are 314,000 private-owned and individual industrial and commercial households in Dezhou with 671,000 employees. Since these people are not insured, the actual maternity insurance coverage can only reach about 25%. On the surface, this affects the scale of the maternity insurance fund raised and limits the improvement of safeguards.
