十一五规划指出,提高自主创新能力是转变增长方式、促进经济结构调整的中心环节。能否提高自主创新能力,事关国家的战略利益和安全,事关经济增长的质量和效益,事关可持续发展的能力和后劲。发展中国家要在日趋激烈的国际竞争中崛起,必须把科技自主创新作为跨越式发展的支点,必须走自主创新之路。坚持自主创新,首先要深刻认识加强自主创新的重要性。我国初步具备了迅速提高自主创新能力的基础和条件,但还存在一些不足,需要解决一些关键性问题。
Eleventh Five-Year Plan pointed out that improving the capability of independent innovation is to change the mode of growth and promote economic restructuring at the heart. The improvement of the capability of independent innovation, the strategic interest and security of the country, the quality and effectiveness of economic growth, and the ability and staying power of sustainable development are all related to this. Developing countries must rise in the increasingly fierce international competition. We must take independent innovation of science and technology as the fulcrum of leapfrog development and must follow the path of independent innovation. To adhere to independent innovation, we must first of all profoundly understand the importance of strengthening independent innovation. Our country initially possessed the foundation and conditions for rapidly improving the capability of independent innovation, but there are still some shortcomings and some key problems need to be solved.
