本文从社会居民角度研究了在现行政府治理架构下,工业化程度、人均GDP与各地区环境污染现状对于居民医疗卫生支出的影响。实证结果表明,在财政分权体制下,以GDP为考核指标的激励下,工业化和城镇化进程加剧了环境污染程度,以至于对于居民医疗卫生保障支出有着显著的负面影响。治理难度环境问题的改善需要相关部门对地方政府考核机制做出适当调整,地方政府应在其中发挥更为积极的作用,同时居民个人应当具备关于环境污染的正确规避知识。
This article studies the impact of industrialization, per capita GDP and the status of environmental pollution in various regions on the residents’ health expenditure under the current government governance framework. Empirical results show that, under the fiscal decentralization system, with the stimulation of GDP as the evaluation index, the process of industrialization and urbanization exacerbates the degree of environmental pollution, which has a significant negative impact on the residents’ medical and health insurance expenditures. Improvement of Difficult Environmental Problems It is necessary for relevant departments to make appropriate adjustments to local government assessment mechanisms, and local governments should play a more active role in them. At the same time, individual residents should have the correct knowledge of circumventing environmental pollution.
