近年来多种体现国家战略意图的新型产业功能区相继孕育而生,不可否认这些国家级产业平台快速有效地提升了城市经济的规模与质量,但也会带来属地行政区与经济区之间的不协同和新冲突。在国家步入新常态发展轨道的背景下,亟需在实践层面构筑全新理念和策略以促进两者之间的和谐发展。本文以深圳南山区与辖区内国家级战略平台前海深港现代服务业合作区之间的协调发展研究为例,系统论述与展示了城市行政区同国家级产业功能区之间发展共赢的规划思维更新,以期为我国其他类似地区的关系协调发展提供思路与方法借鉴。 In recent years, a variety of new industrial functional areas embodying the national strategic intentions have emerged one after another. It is undeniable that these state-level industrial platforms have rapidly and effectively enhanced the scale and quality of urban economy, but will also bring about a Disorganization and new conflict. Against the backdrop of the country’s entry into the track of the new normal development, it is urgent to build entirely new concepts and strategies at the practical level so as to promote the harmonious development of the two. This paper takes the Nanshan District of Shenzhen as an example to study the coordinated development of the Shenzhen-Hong Kong-Shenzhen modern service industry cooperation zone under the state-level strategic platform in the jurisdiction. It systematically discusses and shows the plan of win-win development between the city administrative region and the national industrial function area Thinking updated with a view to provide ideas and methods for reference for the coordinated development of relations in other similar regions in our country.
