伦敦专电圣诞节前半个月,石油输出国组织日内瓦会议宣布改变其原有的以限产减产办法确保油价的方针,今后要维护它在世界石油市场上的公平份额。消息传出,当天就发生油价波动,英镑汇价也立即下跌。英国北海标准原油从每桶二十八美元猛跌到二十一美元这个六年来的最低点,石油市场为之惊愕茫然,交易一度几乎陷于停顿。与此同时,十二月初汇价曾接近一点五美元的英镑,也跌到将近一点四美元,本来疲软的美元一下子蹿了上来。
