城市定位是指城市为了实现最大化收益,根据自身经济基础、发展条件、消费需求和外界环境等动态变化合理确定的发展基调和策略。科学的城市定位,可以指导政府正确决策,引导企业居民活动,吸引外部资源要素,提升城市核心竞争力。黑河市位于黑龙江省北部,与俄罗斯远东第三大城市——阿穆尔州首府布拉戈维申斯克市隔黑龙江相望,是全国首批沿边开放城市。我们立足于地缘和资源优势,站在服务全省全国的角度,高起点谋划城市定位,确定了打好“四张牌”、建设“一都三地”魅力黑河的战略构想,并在实践中做了一些有益探索。
