1984年12月,国家档案局在召开的各省市档案局长座谈会上,确定了发展我国档案工作总的指导思想,同时,明确了以加强和发展各级各类档案馆工作、档案专业教育和档案管理现代化作为工作的重点。从那以后,各地档案管理机关都认真贯彻总的指导思想,大力抓住综合性档案馆工作,做出了可喜的成绩。但是,要看到这种可喜现象的后面,在业务指导工作中开始出现一种令人担扰的新情况。有的同志把抓重点工作理解成了唯重点是从,不顾及其它工作;有的竟借口“条块结合,以条为主”,把搞科技档案业务指导工作的同志抽出去保重点。还有一位同志
