改革开放之初,广东作为前沿阵地,在市场经济的浪潮中大胆探索,敢尝第一只螃蟹,被喻为摸着石头过河,后又被誉为摸着地雷过河。广东在改革路上奋勇当先,使其经济在全国遥遥领先。其外贸出口更是兄弟省市无人敢望其项背。如今,东部沿海省市也悄然崛起。各地统计资料显示,今年上半年我国东部沿海地区经济出现明显增长态势,上海、江苏、浙江筹省市上半年 GDP 增长速度都在10%左右。特别是浙江经济保持了较快的增长态势和较强的区域活力。浙江的经济增长速度及在全国的地位,可通过一组数字来衡量。据该省统计局提供的统计数据,今年上半年浙江全省国内生产总值为2609亿元,比去年同期增长10.7%,其中第一产业增加值增长4.9%,第二产业增加值增长11.9%,第三产业增加值增长10.3%,经济增长速度和效益继续高于全国平均水平,居各省市区的前茅。GDP 增幅高出全国平均水平2.5个百分点;工业增加值增幅高出全国6.7个百分点;工业经济效益七项考核综合指数(1-5月)高出全国18.3个百分点,分别居全国第二位和第四位;外贸出口增幅高出全国22.8个百分点,居东部地区第一位……浙江经济发展速度与改革力度,引起全国各省市侧目。于是乎,当年纷纷南行取经的壮举如今在东部浙江络绎不绝地上演着。日前,本刊记者前往浙江,采访了浙江中大集团控股有限公司、浙江中大集团股份有限公司、浙江省土产畜产进出口公司、浙江省工艺品进出口公司。此行的目的是了解浙江国有外贸公司的改革情况,并将所得呈报业界。相信其中国有资产授权经营、规范母子公司管理方式和改革中棘手问题的解决方式及个别系统国有资产有序退出的个例分析,会给业界一定启示。
At the beginning of the reform and opening up, as a frontier position, Guangdong boldly explored the tide of market economy and dared to taste the first crab. Guangdong courageously took the lead in reform and made its economy far ahead in the country. Its foreign trade exports are brothers and dignitaries no one dare to their back. Today, the eastern coastal provinces and cities also quietly rise. Statistics from various places show that in the first half of this year, the economy in the eastern coastal areas of our country showed a clear growth trend. The growth rates of GDP of Shanghai, Jiangsu and Zhejiang provinces and municipalities in the first half of this year were all around 10%. In particular, Zhejiang's economy maintained its rapid growth and strong regional vitality. The rate of economic growth in Zhejiang and its position in the country can be measured by a set of figures. According to statistics provided by the Provincial Bureau of Statistics, the GDP of Zhejiang Province in the first half of this year was 260.9 billion yuan, an increase of 10.7% over the same period of last year, of which the added value of the primary industry increased by 4.9% and the added value of the secondary industry increased by 11.9% . The added value of the tertiary industry increased by 10.3%. The speed and efficiency of economic growth continued to be above the national average, ranking the forefront of various provinces and municipalities. GDP growth 2.5 percentage points higher than the national average; industrial added value increased 6.7 percentage points higher than the national average; industrial economic efficiency seven assessment composite index (January-May) higher than the national 18.3 percentage points, ranking second in the country and Fourth place; foreign trade exports increased 22.8 percentage points higher than the national average, ranking first in the eastern region ... Zhejiang economic development speed and reform efforts, causing the attention of all provinces and cities nationwide. As a result, the feats that followed this year's succession are now staged in Zhejiang province in the east. Recently, our correspondents went to Zhejiang to interview Zhejiang Zhongda Group Holdings Co., Ltd., Zhejiang Zhongda Group Co., Ltd., Zhejiang Native Produce & Animal Products Import & Export Co., Ltd. and Zhejiang Arts & Crafts Import and Export Company. The purpose of this trip is to understand the reform of state-owned foreign trade companies in Zhejiang and to report the proceeds to the industry. It is believed that there will be some enlightenment from the industry on the analysis of the case-by-case analysis of China's authorized management of assets, the management of the parent-subsidiary company management and the thorny problems in the reform, and the orderly withdrawal of state-owned assets of individual systems.
