在江苏省苏州新区,包括村民、外来工在内的所有成员全部囊括到城乡一体化社会保障体系之中。今年,社会保险覆盖面进一步扩大,社会保险费收缴到位率为100%。 早在1995年,苏州新区就从农村城市化出发,在全市首创了征地劳动力待业保险,并同时率先设立了征地劳动力养老保险,村办企业职工养老保险与城镇企业提前接轨,将外资企业的外来工纳入社会保险范畴。台湾独资的苏州明基电脑有限公司1400名外来工,全部参保,开宝时装公司参保的外来工占员工总数的95%。对少数未参保企业,社会保障局则耐心宣传,今年重点走访了15家外资企业、131家个体私营企业,督促参保。
In Suzhou New District of Jiangsu Province, all the members, including villagers and migrant workers, are included in the integrated urban-rural social security system. This year, the coverage of social insurance has been further expanded with the collection rate of social insurance premiums at 100%. As early as 1995, starting from the urbanization of rural areas in Suzhou New District, the city started the unemployment insurance for land acquisition and took the lead in setting up endowment insurance for land-expropriated laborers.
