国务院发展研究中心郭励弘近日撰文,对现行“全部国企属国务院所有,各级政府分级管理”的做法提出质疑,认为其存在理论上的悖误。他提出,应以分级所有为产权框架,建立国有企业出资人制度。 郭励弘指出,按目前规定,全部“国有企业”都属国务院所有,各级政府只是在“分级管理”。这样一种产权安排是不现实的。一方面说“谁投资,谁负责,谁拥有”,另一方面说“地方政府投资,中央政府拥有”,这在逻辑上怎么能够解释得通呢?而在国
Guo Lihong, State Council Development Research Center recently wrote an article challenging the current practice of “all state-owned enterprises belonging to the State Council and the government at all levels under different levels of management”, believing that there exists a theoretical paradox. He proposed that the system of investors as state-owned enterprises should be established by grading all ownership frameworks. Guo Lihong pointed out that according to the current provisions, all “state-owned enterprises” are owned by the State Council and all levels of government are only in “hierarchical management.” Such a property rights arrangement is unrealistic. On the one hand, “Who invests, who is responsible, who owns it”; on the other hand, “how can local government investment and central government own” can be explained logically?
