当前构建服务型政府进程中存在着服务职能越位、缺位和错位的问题同时并存,服务制度与监督机制不健全,服务能力与人民的期望有不少差距,政府工作人员的服务意识淡薄等问题。构建服务型政府,牢固树立以人为本的施政理念是根本要求,切实转变政府职能是关键,调整政府权力配置的结构是难点,强化公务员队伍建设是重要前提,扩大公民有序政治参与是重要环节,创新政府管理模式是有力保障。
At present, there are some problems in the process of building a service-oriented government such as offside, absence and dislocation of service functions, unsoundness of service system and supervision mechanism, disparity of service ability and people’s expectation, and weak service awareness of government staff . To establish a service-oriented government and to firmly establish the people-oriented concept of governance are the fundamental requirements. To effectively transform the functions of the government is a key issue. It is a difficult task to adjust the structure of the government’s power allocation. Enhancing the construction of the ranks of civil servants is an important prerequisite. Enhancing the orderly participation of citizens is an important link and innovation Government management is a strong guarantee.
