From 1997 to 2000, China textile industryexperienced a formidable reform,particularly in cotton textile sector, that wastoo much burdened with excessive spinningcapacity for 40 million spindles. The centralgovernment decided to introduce some policiesto streamline the textile industry, and entrustedthe textile administrative body-State Bureauof the Textile Industry (SBTI) to carry out thedecision. About 40 liaison officers of the SBTIworked in the entire country to implement thespindles tasks, of which Wang Tiankai, currentvice president of China Textile and ApparelCouncil, was the commander in chief of thistough battle to get the industry out of trouble.
