预审工作水平关乎办案质量,而其水平高低很大程度上取决于是否有一支高素质的预审队伍。当前,乌鲁木齐市公安机关侦查部门对于预审工作在思想认识、实践操作等方面都有欠缺,专业力量更是匮乏,这与预审的结构和功能在现行侦审合一模式中的淡化甚至缺失不无关系。面对当前情势,公安机关应坚持破案与办案并重,着力开展预审队伍建设,提高预审能力。
The level of pre-trial work is related to the quality of handling cases, and its level depends to a large extent on whether there is a high-quality pre-trial team. Currently, the investigation department of public security organ in Urumqi has deficiencies in pre-trial work in terms of ideological understanding and practical operation, and there is a lack of professional strength. This is not to dilute or even eliminate the structure and function of pre-trial in the existing reconnaissance model relationship. In the face of the current situation, the public security organ should insist on both the case detection and the case handling, and strive to carry out the construction of the pre-trial team and improve the ability of pre-trial.
