针对“看病难、看病贵”、“公共营业场所火灾事故频发,公共场所火灾责任保险覆盖率却逐年下滑”等与构建和谐社会紧密相关的重大社会民生问题,全国政协委员、中国平安保险(集团)股份有限公司董事长马明哲日前向全国政协十届五次会议提交两份提案,建议有关部门加大政策扶持力度,加快商业健康保险发展,同时建议建立公众营业场所火灾责任强制保险制度,通过商业保险分担政府责任。
