我国幅员辽阔,独立运行的电网众多,国家电监会不可能象英国的ofgem那样,作为“一线”监管机构运行,即使按国务院批准的《电力体制改革方案》(以下简称“5号文”)规定,“向区域电网公司电力调度交易中心派驻代表机构”,监管的“缺位”仍不可避免。为确保国家电监会的有效运作,必须尽快构建完整的的电力监管组织体系。过渡期的电力监管组织体系,应符合电力监管机构的基本属性,要有利于打破省间壁垒,推动跨省区域统一市场的形成,分支机构的布局和级层间的权力结构设计,必须与电力市场发育、电力企业重组的差异性相适应,因“事”设机构、授权力,要充分顾及我国政治、经济体制转轨的现状及走势,循序渐进,平稳过渡。
