In the recent National Financial Work- ing Conference of Energy-Saving and Emission-Reduction, Zhang Shaochun, Vice Minister of Finance, put forward the major tasks of promoting energy saving and emission reduction through financial measures.
　　One: enhance the comprehensive integration of policies to make out the comprehensive pilot projects of promoting energy saving and emission reduction through financial measures. This is an innovative project with the city with the platform and integrated financial measures as the tools. The project gives priority to the realization of low industrial carbon consumption, clean transportation, green construction, central- ized services, reduction of major pollutants and sizable recycling of reproducible energy. The current focus is on fast promotion for gaining practical effect as soon as possible.
　　Two: combine with current economic and industrial situation to highlight the sizable utilization of environment-friendly consumer products and photovoltaic power generation. Firstly, it is necessary to expand the consumption of environment-friendly products. The “Project of Energy-Saving Products for the Good of People”centering on the promotion of energy-saving home appliances should be fully implemented by giving certain subsidies to consumers. The promotion of energy-saving lamps, LED lights, automotives and engines should be expanded, based on which the promotion of energy-saving air conditioners, panel TVs, fridges, washing machines and water heaters should be launched as soon as possible. Secondly, the photovoltaic power generation should be put into sizable utilization as quickly as possible. The major tasks include: continue to increase the size of photovoltaic micro-grid for user-side and encourage the collective mini-grid connection and power generation for self-usage in the areas short of electric power; accelerate the construction of large-sized grid-connected solar power stations in West China through additional subsidies for electric power price; set up higher thresholds for the suppliers and product quality of key devices like components and inverters to encourage them to accelerate their technological upgrade and industrial integration.
　　Three: fully intensify the construction of key energy-saving and emission-reduction projects. More attention should be given to the technological upgrade, elimination of production capacity and construction of waste water disposal projects. Key projects need to be built for three rivers (Yangtze River, Pearl River and Yellow River) and three lakes (Boyang Lake, Dongting Lake and Tai Lake) that are heavily polluted and other waters that are contaminated by heavy metal elements. More efforts should be put into the environment protection to further improve the structural energy saving, construction energy saving, rural environment protection, lake ecological and environment protection and atmosphere pollution prevention without reducing the contributions to the energy-saving and emission-reduction projects. The detailed measures include speeding up the adjustment of industrial structure to improve the structural energy saving, fully promoting the construction energy saving by establishing more green build- ings, enhancing the implementation of policies of “rewarding environment protection activities”in the rural environment protection, and taking measures to protect the ecology and environment of lakes with good water quality.
　　Four: support and encourage the development of environment-protection and energysaving industry by a), promoting the energysaving industry of contract energy management and b), promoting the services of environment protection with the spread of state-of-art environment protection technologies.
　　Five: accelerate the development of new energy autos. Five major tasks are given heavier priority: a), from this year, the government will spend 1-2 billion yuan every year supporting the industrialization of qualified new energy cars, the relevant R&D and construction of related industrial chain; b), hybrid bus with stable performance and great effect of energy saving and emission reduction will be more widely used in the middle and large cities; c), more efforts should be put into the exemplary spread of new energy autos in the public service areas of 25 cities, especially the larger presence of new energy autos in public affairs, logistics and car renting, d), the pilot cities of new energy autos should cancel the limitations on new energy autos like plate number auction, selection and driving restriction as soon as possible. In addition, they need to give supplementary supporting policies with parking fees, electric prices and road tolls and accelerate the construction of battery recharge stations; and e), the restriction system should be enhanced by depriving the cities slow in promotion and car models without being qualified of their qualifications as the experimental spots.
　　Six: accelerate the development of new energy and recyclable energy. This section covers six major tasks: firstly, it is necessary to improve the subsidy standard for the coal mine gas ex- ploitation and utilization by carrying out favorable taxation policies to increase the size of coal mine gas exploitation and utilization. Secondly, it is necessary to increase the investment in the exploitation of shale gas and support the development of exemplary projects of shale gas and related key technologies. Thirdly, it is necessary to consummate the electric power price apportioning system to building a stable capital source. Support is given to the new energy and recyclable energy to get connected to the grid for power generation. Fourthly, it is necessary to make full use of advanced coal chemical technologies to develop the projects of integrated gasification combined cycle, coal-made natural gas and coal-made oil. Fifthly, it is necessary to accelerate the development of bio energy and to promote the orderly progress of straw-based energy utilization, vitamin-based fuel ethanol, bio diesel and so on. Sixthly, it is necessary to take financial subsidy measures to promote the expansion of small hydropower stations in rural areas on the provincial basis. The task is to reconstruct 5,700 rural hydropower stations and increase the hydropower generation capacity by 32.5 billion kilowatt-hours by the end of 2015.
　　Seven: greatly develop the cyclic economy and clean production. The tasks include the construction of exemplary base of “urban mines”by promoting the recycling of old home appliances, cables, communication tools, autos, mechanic systems, batteries, plastic products, rubber and glasses, promoting the recycling and innocuous disposal of kitchen wastes, speeding up the recycling-centered reconstruction of gardens and improving the reproduction industry at a faster pace.
　　Eight: promote the long-term system construction for energy-saving and emissionreduction market by a), stably advancing the reform to price and environment protection charging system, b), speeding up the reform to the environment tax-centered taxation system, c), enlarging the ecological and environmental compensation system, d), actively promoting the pilot trade of waste discharge rights and carbon emission rights and e), supporting the construction of “pacemaker” standard system.
