On 3 October 2002, the United States Special Representative for the Caspian Sea, Mr. Steve Mann, commented on the development prospects of the plumbing system in the Caspian Sea. In particular, he spoke of the prospects of the Baku-Tbilisi - Ceyhan oil pipeline. Mr. Mann believes that this pipeline has nothing to do with whether or not Kazakhstan’s oil is being transported in this direction. Azerbaijan’s oil is enough to ensure the pipeline is profitable. However, the fact that Kazakhstan has a lot of oil can make it attractive and allow it to generate more profits for its shareholders.
