近日,经国务院同意,文化部、新闻出版广电总局、体育总局、国家发展改革委、财政部五部委共同印发《关于推进县级文化馆图书馆总分馆制建设的指导意见》(以下简称《指导意见》),提出到2020年,在全国具备条件的地区因地制宜建立起上下联通、服务优质、有效覆盖的县级文化馆、图书馆总分馆制。这是落实党的十八届三中全会精神,推动基层文化体制机制改革、提高公共文化服务效能的一项重要举措,对于进一步深化文化体制改革、有效整合公共文化资源、提高公共文化服务效能 Recently, with the agreement of the State Council, the five ministries and commissions of the Ministry of Culture, the State Administration of Press, Publication, Radio, Film and Television, the General Administration of Sport, the National Development and Reform Commission, and the Ministry of Finance jointly issued the Guiding Opinions on Promoting the Construction of the Total Branch Library System in County Level Cultural Libraries (hereinafter referred to as the “Guidance Opinions ”).
