自党的十六届五中全会通过并颁布了《中共中央关于制定国民经济和社会发展第十一个五年规划的建议》以来,国家经济社会发展的行动纲领以及奋斗目标得以明确,我国社会主义新农村建设这一重大历史任务开始启动。相比于城市,农村医疗卫生事业发展表现为严重的滞后性,对农村经济发展产生了极大阻碍,也成为农民反映较为强烈的一个问题。建立农村新型合作医疗机制并加以完善,推动农村医疗问题的解决,对于新农村建设事业发展具有积极意义,同时农民群众生活水平也得到有效保障,在农村经济发展进程中发挥关键作用。笔者着眼于历史和农村方面,对农村合作医疗保险立法问题的必要性进行探讨。

The establishment of a new cooperative medical system in rural areas and its improvement and the promotion of the solution of rural medical problems are of positive significance for the development of new rural areas and meanwhile the peasants’ living standards are effectively protected and play a key role in the process of rural economic development. The author looks at the history and the rural areas and discusses the necessity of the legislation on rural cooperative medical insurance.
