采用水文分析法,对舒兰市境内的小型水库、塘坝的坝堤安全进行复核,结果表明:有39.2%的水库能够抵御相应设计标准的洪水;存在安全隐患的水库其实际抵御能力相当低,41.9%的小型水库只能抵御3~50年一遇的洪水,52.1%的塘坝根本就不能抵御洪水。针对小型水库、塘坝存在的管理上的围护不善,病险状况突出,水库效益差等问题,提出了相应的防护对策,对日后国家对小型水利工程的投资可以引以为鉴。
Hydrologic analysis method is used to check the safety of small reservoirs in Shulan City and the dam embankment in Tangba. The results show that 39.2% reservoirs are able to withstand floods of corresponding design standards; reservoirs with potential safety hazards have relatively low real resilience, 41.9% of small reservoirs can only withstand floods once in three to 50 years and 52.1% of them can not withstand floods at all. For small reservoirs, poor management of the existing pond dam embankment, prominent disease conditions, poor reservoir efficiency and other issues, put forward the corresponding countermeasures for the future national investment in small-scale water conservancy projects can learn from it.
