甘肃省少数民族地区和其它地区的养老保险制度一样,长期以来基本上是单一的统收统支的财政体制和统包统配的劳动管理体制,养老保险以终身就业为前提,实行就业劳保退休三位一体的机制。甘肃省是一个少数民族省份,甘肃省2004年少数民族人口315万人,占全省人口的12.24%,由于历史、社会和自然条件等原因,少数民族地区经济发展相对落后,人民群众生活水平相对较低,养老保险实施中基金缺口问题突出,本文试图用一些调查数据说明问题,从而引起政府和理论界的高度重视。
