2015年7月27日哈萨克斯坦正式加入世界贸易组织,同时作为欧亚经济联盟成员国,哈萨克斯坦与其他成员国签署了建立共同市场的协议并实现了联盟内统一关税制度。在这种背景下,哈萨克斯坦在履行WTO框架内所承担的义务过程中无疑将对欧亚经济联盟各成员国的经济形成一定的影响。本文在总结哈萨克斯坦入世后在农业、非农业和服务业领域所承担的义务的基础上,发现其入世后对欧亚经济联盟可能造成的经济影响包括:欧亚经济联盟的进口税收总收入规模将下降;欧亚联盟的生产者将在哈国市场面临来自欧亚联盟成员国之外的其他国家的生产者的更加激烈的竞争;欧亚联盟成员国将面临来自哈萨克斯坦再出口的竞争压力;将会放缓欧亚经济联盟金融体系一体化进程;将会促进欧亚经济联盟贸易纠纷解决机制的改革。
On July 27, 2015, Kazakhstan officially joined the World Trade Organization. At the same time, as a member of the Eurasian Economic Union, Kazakhstan signed agreements on the establishment of a common market with other member states and achieved a unified tariff system within the Union. Against this background, Kazakhstan will undoubtedly exert some influence on the economies of the member states of the Eurasian Economic Union during the fulfillment of its obligations under the WTO. On the basis of summarizing the obligations assumed by Kazakhstan in the fields of agriculture, non-agriculture and service industry after its accession to the WTO, this paper finds that the possible economic impacts on the Eurasian Economic Union after its accession to the WTO include: the total revenue revenue of the Eurasian Economic Union Will drop; the Eurasian Union producers will face even more fierce competition from producers in other countries outside the Eurasian Union member countries in the Kazakh market; the member countries of the Eurasian Union will face the pressure of competition from Kazakhstan’s re-exports; Will ease the process of the integration of the financial system of the Eurasian Economic Union and will promote the reform of the trade dispute resolution mechanism of the Eurasian Economic Union.
