医院具有社会公益性属性,因此要强调社会效益,不能以追求利润最大化为目的,医院功能复杂,承担着更多的社会责任。医院的绩效不只是体现内部的行为和结果,还要关注社会相关利益者的评价和结果。医院的服务数量、服务质量、医疗流程、健康保障、创新能力、费用水平和成本效益等是医院绩效的具体表现,判断医院或部门和个人绩效水平的高低,需要包含以上各个方面。本文介绍运用平衡计分卡的方法开展医院绩效管理,通过建立绩效评价体系,客观评价医院、科室和个人的绩效水平,引导员工把工作的重点放在提高工作质量和效率、追求技术的不断进步、努力创造更好的社会效益上来,从而保证医院战略目标的实现。
The hospital has social public welfare properties. Therefore, to emphasize social benefits, we can not aim at the pursuit of profit maximization. The hospital has complicated functions and undertakes more social responsibilities. The hospital’s performance is not only reflected internal behavior and results, but also pay attention to the evaluation and results of social stakeholders. The number of hospital services, quality of service, medical procedures, health security, innovation, cost and cost-effectiveness of hospital performance is a concrete manifestation of the hospital to determine the level of performance of departments and individuals need to include all of the above aspects. This paper introduces the method of using Balanced Scorecard to carry out hospital performance management. By establishing a performance evaluation system, objectively evaluating the performance level of hospitals, departments and individuals, and guiding employees to focus their work on improving the quality and efficiency of their work and pursuing the continuous improvement of technology , Strive to create better social benefits up, so as to ensure the realization of the hospital’s strategic objectives.
