1984年前,河北省保定市的经济工作常碰到三个十分尖锐的问题。一是企业亏损严重,1982年底,市属预算内工业企业亏损面达50%,亏损额近1700万元。二是一批优势企业急待发展,受到了资金、场地的限制,市财政部门也无力投资支持。三是产业结构和产品结构急待调整,1984年,全市1400多种产品中近10%不适于在本市发展,应该淘汰。为了解决上述问题,保定市政府在经济改革中采取了用有发展优势
Before 1984, economic work in Baoding, Hebei province, often encountered three very acute problems. First, the company suffered serious losses. At the end of 1982, the industrial enterprises in the city’s budget accounted for 50% of the losses and the losses amounted to nearly 17 million yuan. Second, a batch of advantageous enterprises are in urgent need of development. They are restricted by funds and space, and the municipal finance department is unable to invest in support. Third, the industrial structure and product structure are in urgent need of adjustment. In 1984, nearly 10% of the city’s more than 1400 products were not suitable for development in this city and should be eliminated. In order to solve the above problems, the Baoding city government has adopted development advantages in economic reforms.
