银行业金融机构应正确理解“持卡人”概念,根据实际情况完善吞没卡领取条件,有效防范冒领风险,维护金融消费者权益随着银行卡和自动柜员机的推广和普及,金融消费者在享受方便快捷金融服务的同时,也经常遇到ATM吞卡造成的困扰。对此,银行能否确保持卡人的资金安全,能否将银行卡及时、准确地交予持卡人,考验着银行的管理水平。实践中,一些银行对银行卡被吞没后的领取缺乏统一的标准和规范,操作上把握的尺度不一,极易造成风险。
