近年来我国医疗卫生事业改革不断深化,中央高度重视民生建设,自2011年开始中央对完善基层医疗卫生服务体系建设进行新一轮基本建设投资,地方政府负责配套资金。进一步提高了基层医疗卫生机构的硬件建设水平,加快了乡镇卫生院、村卫生室标准化建设步伐,对完善农村三级卫生服务网发挥了重要的带动作用。中央专款既有投入乡镇卫生院的项目,也有投入村卫生室的项目,且项目数量多,资金量大,加强投资项目财务管理,健全会计核算尤为重要。
In recent years, the medical and health undertaking reform in our country has been deepening. The Central Government attaches great importance to people’s livelihood. Since 2011, the central government has invested in a new round of capital construction on improving primary health care service system. Local governments are responsible for supporting funds. Further improve the level of hardware construction of primary health care institutions, speed up the pace of standardization of township hospitals, village clinics, and to improve the three rural health service network has played an important leading role. The central special funds are not only invested in projects of township hospitals, but also projects invested in village clinics. With a large number of projects and a large amount of funds, it is especially important to strengthen the financial management of investment projects and improve accounting.
