1992以来,中国公务员工资制度经历了1993年和2006年两次重大改革。公务员实际平均工资以年均10.14%的速度增长,呈现出中速大波动、高速小波动和低速小波动的阶段性特征。近年来,公务员工资水平在各行业中排名偏后,低于城镇单位就业人员和国有单位人员平均工资,而且地区间工资差距在2010年以后也呈扩大趋势。结合目前公务员工资存在的工资结构不合理、津补贴占比不同地区差异悬殊、地区间工资差距偏大、基层公务员工资水平偏低、晋升空间有限、工资增长及工资标准确定缺乏科学合理依据等问题,今后应着力调整公务员工资结构,扩展晋升空间,建立工资调查比较机制,实施配套改革。
Since 1992, the salary system for civil servants in China has undergone two major reforms in 1993 and 2006. The actual average salary of civil servants increased at an average annual rate of 10.14%, showing the characteristics of large-scale medium-speed fluctuations, high-speed small fluctuations and low-speed small fluctuations. In recent years, civil servants’ salaries have been out-ranked in various industries, lower than the average wage of employed persons in state-owned units and state-owned units, and the wage disparity among regions has also been on an upward trend since 2010. In view of the unreasonable salary structure existing in the civil servants’ salaries, the disparity in the proportion of the subsidy in different regions, the wide gap between the salaries in the regions, the low salaries of the grassroots civil servants, the limited space for promotion, the wage increase and the lack of a scientific and reasonable basis for the determination of wage standards In the future, efforts should be made to adjust the wage structure of civil servants, expand the space for promotion, set up a comparative wage survey mechanism and implement complementary reforms.
