国务院办公厅《转发业部关于进一步发展少数民族地区商业若干问题报告的通知》(国办发[85]46号文件)已转发各地。发展少数民族地区商业,对于促进民族地区商品经济的发展,改善各族人民生活,增强民族团结。加速“四化”建设,具有十分重要的意义。为了改善我省民族地区流通不畅,买难卖难的状况,本着对民族地区的商业工作必须继续给予必要的支持,实行特殊优惠政策和尊重民族自治权的精神,现根据国办发[85]46号文件,结合我省实际情况,提出以下几点意见,请一并研究执行。
The Circular of the General Office of the State Council on Forwarding the Report of the Ministry of Industry on Several Issues Concerning the Further Development of Commercial Areas in Ethnic Minorities (Guo Ban Fa [85] No. 46) has been forwarded to all localities. The development of commerce in ethnic minority areas is of great significance to promoting the development of the commodity economy in ethnic areas, improving the living standards of all ethnic groups and enhancing national unity. Speeding up the construction of “four modernizations” is of great significance. In order to improve the poor circulation in the minority areas of our province and the difficulty in buying and selling hard goods, in the spirit of continuing to give the necessary support to the commercial work in the minority areas and implementing special preferential policies and respecting the right of ethnic autonomy, 85] No. 46 document, combined with the actual situation in our province, put forward the following comments, please study and implement.
