全省组织工作会议近日在兰州召开。这次会议的主要任务是:以邓小平理论和“三个代表”重要思想为指导,认真学习党的十六大和全国组织工作会议精神,研究部署当前和今后一个时期的全省组织工作。省委书记、省人大常委会主任宋照肃,省委副书记、省政协主席、省委党建工作领导小组组长仲兆隆,省委副书记、省纪委书记韩忠信,省委常委、副省长、省委组织部长徐守盛,省人大常委会副主任石作峰出席了会议。宋照肃在会上作了题为《全面贯彻党的十六大精神,努力开创组织工作新局面》的讲话。宋照肃要求,要努力建设朝气蓬勃、奋发有为的领导层和高素质的干部队伍,充分发挥在全面建设小康社会中的领导作用和骨干作用。一是要高度重视执政能力建设,加强干部培养教育工作,通过扎扎实实的教育培养,使全省干部队伍特别是各级领导干部的整体素质有一个大的提高。二是要严格执行选拔任用工作。要坚持正确的用入导向,注重在改革和建设的实践中考察和识别干部,不拘一格选人才,切实把那些德才兼备、实绩突出和群众公认的干部及时选拔到各级领导岗位上来。三是要以提高素质、优化结构、改进作风、增强团结为重点,把各级领导班子建设成坚持贯彻“三个代表”重要思想的坚强领导集体。 The province’s organizational work conference was held in Lanzhou recently. At the conference, Song Zhaosu delivered a speech entitled “Implementing the Spirit of the Party’s 16th National Congress in an All-Round Way and Striving to Create a New Situation in Organizational Work.” Song Zhaosu urged that efforts should be made to build a vigorous, energetic leadership and a contingent of highly competent cadres and give full scope to the leadership and backbone in building an overall well-to-do society. First, we must attach great importance to the construction of governance capability, strengthen the training of cadres and educate cadres, and bring about a substantial improvement in the overall quality of cadres throughout the province, especially leading cadres at all levels through solid education. The second is to strictly implement the selection and appointment. We must uphold the correct orientation toward employment, pay attention to the inspection and identification of cadres in the course of reform and construction, and the selective election of qualified personnel in a down-to-earth manner. We must promptly select cadres who have both ability and political integrity, outstanding achievements and the masses recognized in a timely manner. Third, we must focus on building quality leadership, optimizing structure, improving working style and enhancing unity. We should construct leading bodies at all levels into strong leadership groups that adhere to the important thinking of the ’Three Represents.’
