经济工作以效益为中心,效益以质量为基础,这是总结我国社会主义建设几十年的经验教训得出的结论。党的十三届五中全会再次重申“坚定不移地把经济工作转到以提高经济效益为中心的轨道上来。”而影响和制约经济效益的因素是多方面的,但牵动效益的“牛鼻子”关键是质量。质量问题是各种因素的集中表现。中央经济工作会议提出,今年经济工作的任务之一,就是要大力提高国民经济增长的质量和效益,要求无论企业还是整个国民经济都必须走质量效益型道路。
