本文创建了集约化养猪场技术选择模型,针对发酵床补贴政策、沼气补贴政策、排污费征收强度等相关政策效果进行了模拟分析。结果表明,上述政策变量突破一定阈值后就能对养猪场的技术选择产生有效影响。现行补贴政策下,集约化养猪场响应因规模而异:沼气补贴对大规模集约化养殖场作用明显,而发酵床及垫料补贴对中等规模养殖场作用显著。需要进一步提高现行补贴强度才能实现社会总收益的最大化。改进排污费征收方式和征收强度能刺激生产者更加重视对废弃物的处理,进一步改善补贴政策实施效果。
In this paper, a model of technology selection of intensive pig farms was established, and the effects of policies such as the subsidy policy of fermentation bed, the subsidy policy of biogas, the collection intensity of sewage charges were simulated. The results show that the policy variables above a certain threshold can have an effective impact on the choice of pig farm technology. Under the current subsidy policy, the response of intensive pig farms varies according to the scale: biogas subsidy has a significant effect on large-scale intensive farms, while the subsidies of the fermentation bed and litter have a significant effect on medium-sized farms. The need to further enhance the current strength of subsidies in order to maximize the total social income. Improve the collection of sewage charges and collection of intensity can stimulate producers to pay more attention to the treatment of waste, to further improve the effectiveness of the implementation of subsidies.
