国务院会议2009年作出决定,全国范围内的事业单位要开始实施绩效工资。绩效工资改革作为事业单位改革中的一个重要方面,一直是工资体制改革中的难点和重点。绩效工资在一定程度上体现了事业单位工作人员在工作中的贡献程度,能够提高工作人员的积极性和主动性。事业单位通过绩效工资体制的改革,对于提升公共服务水平、深化分配制度改革有着不可替代的作用。本文首先论述了我国事业单位绩效工资改革的基本进程,进而提出了当前我国事业单位绩效工资改革面临的问题,最后提出了相应的解决对策。
The State Council made a decision in 2009 that institutions across the country should start implementing performance pay. As an important aspect of public institution reform, performance pay reform has always been a difficult and important point in wage system reform. To a certain extent, the performance salary reflects the contribution of staff in public institutions to their work and can increase the enthusiasm and initiative of the staff. Through the reform of the performance pay system, public institutions play an irreplaceable role in improving the public service level and deepening the reform of the distribution system. This paper first discusses the basic process of performance pay reform in public institutions in our country, then puts forward the problems that the current performance pay reform in our country’s public institutions faces, and finally puts forward corresponding solutions.
