非在编科研机构作为一种不同于教学院部、在编科研机构的科研人员的组织形式,应在既有教学院部、在编科研机构的基础上,起到增强校内科研激励,优化配置科研资源,扩展社会服务的作用。本文深入分析了非在编科研机构的优势及存在的一些问题,并提出两点建议:一是针对非在编机构名称的唯一性、排它性及可能带来限制竞争的特性,应要求该名称以具体问题研究为主并可能缩小专业覆盖领域;二是针对一些非在编研究机构负责人怠于开展活动的问题,引入竞争机制来完善非在编科研机构的准入和退出制度,从而进一步优化校内资源配置。
