目前我国农村环境污染突出表现在面源污染、聚居点污染,工业布局不合理产生的污染,这些污染在村民健康、生产要素以及社会秩序等方面造成了严重的影响,环境保护工作落后于经济物质文化的发展,面临着更为严重的困境,采取法律方式和手段在立法、守法、执法和司法法律运行的四个环节,构建治理环境污染的法律体系,加强对农村环境污染进行防治是理性选择。
