由于历史、经济、社会等原因,礼治文化在中国乡村社会耳濡目染、言传身教、世代相继,影响着人们的日常生活,并通过每个个体的行为不断得到强化;反视形成文字的国家法律规则得不到重视。法治文化对于乡村社会是陌生而难懂的知识,乡村社会内部不太可能自发地、演进式地实现从礼治文化向法治文化演变,形成适应新的社会发展的规则和秩序。礼治文化、法治文化的碰撞和交融意味着国家要将法治文化全社会动员的网络向下延伸至每一个乡村,要将建立一种强有力的法治文化共同体的意识驻进在每个人的心中,这个进程将是漫长和充满挑战的。
